H.R. 8384.
Congress has the power to enact this legislation pursuant
to the following:
Congress has the authority to enact this legislation
pursuant to Article IV, Section 3, Clause 2 of the
Constitution of the United States (the Property Clause),
which grants Congress the power to dispose of and make all
needful rules and regulations respecting the territory or
other property belonging to the United States. This
legislation is further supported by Congress's authority
under Article 1, Section 8 to provide for the common defense
and to organize, arm, and discipline the militia, including
the National Guard.
