H.R. 8730.
Congress has the power to enact this legislation pursuant
to the following:
This legislation is introduced pursuant to Article I,
Section 8 of the Constitution, which grants Congress the
power to regulate commerce with foreign nations and among the
several states, to provide for the common defense and general
welfare, and to make all laws necessary and proper for
carrying into execution those powers. The importation,
manufacture, sale, and introduction into interstate commerce
of connected vehicles and associated components linked to
foreign adversaries falls squarely within Congress's foreign
and interstate commerce authority, and the national security
rationale underlying the bill's prohibitions is a direct
exercise of Congress's responsibility to provide for the
common defense.
