CASHLESS BAIL REPORTING ACT; KEEPING VIOLENT OFFENDERS OFF OUR STREETS ACT OF 2025; MONITOR ACCOUNTABILITY ACT; EXPRESSING SUPPORT FOR LAW ENFORCEMENT OFFICERS; MILITARY CONSTRUCTION, VETERANS AFFAIRS, AND RELATED AGENCIES APPROPRIATIONS ACT, 2027; PROVIDING THAT SECTION 11 OF HOUSE RESOLUTION 1224 SHALL HAVE NO FORCE OR EFFECT Committee on Rules: Full Committee held a hearing on H.R. 5625, the “Cashless Bail Reporting Act”; H.R. 6260, the “Keeping Violent Offenders Off Our Streets Act of 2025”; H.R. 8365, the “Monitor Accountability Act”; H. Con. Res. 96, expressing support for law enforcement officers; H.R. 8469, the “Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2027”; and legislation providing that section 11 of House Resolution 1224 shall have no force or effect. The Committee granted, by a record vote of 8- 2, a rule providing for consideration of H.R. 5625, the “Cashless Bail Reporting Act”, H.R. 6260, the “Keeping Violent Offenders Off Our Streets Act of 2025”, H.R. 8365, the “Monitor Accountability Act”, H. Con. Res. 96, Expressing support for law enforcement officers, and H.R. 8469, the “Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2027”. The rule provides for consideration of H.R. 5625, the “Cashless Bail Reporting Act”, under a closed rule. The rule waives all points of order against consideration of the bill. The rule provides that the amendment in the nature of a substitute recommended by the Committee on the Judiciary now printed in the bill shall be considered as adopted and the bill, as amended, shall be considered as read. The rule waives all points of order against provisions in the bill, as amended. The rule provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary or their respective designees. The rule provides that the chair of the Committee on Appropriations or his designee may offer amendments en bloc consisting of amendments printed in part B of the Rules Committee report not earlier disposed of. Amendments en bloc shall be considered as read, shall be debatable for 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their respective designees, shall not be subject to amendment except as provided by section 8 of the rule, and shall not be subject to a demand for division of the question. The rule provides that the chair and ranking minority member of the Committee on Appropriations or their respective designees may offer up to 10 pro forma amendments each at any point for the purpose of debate. Finally, the rule provides one motion to recommit. The Committee granted, by a record vote of 8-2, a rule which provides that section 11 of House Resolution 1224 shall have no force or effect. Testimony was heard from Representatives Carter of Texas, Wasserman Schultz, Biggs of Arizona, and Raskin.
