Mr. JACK. Mr. Speaker, I rise today to recognize two young leaders from the Chattahoochee Valley: Frank Lumpkin IV of Columbus, Georgia, and Justus Armstrong of nearby Phenix City, Alabama, whose work over the last 9 years has advanced the effort to expand Interstate 14, more commonly known as I-14, from Texas to my home State of Georgia.
