SA 6731. Mr. SCHIFF submitted an amendment intended to be proposed to amendment SA 6711 submitted by Mrs. Britt (for Ms. Graham (for herself and Mr. Blumenthal)) and intended to be proposed to the bill H.R. 5334, to amend the Internal Revenue Code of 1986 to allow early childhood educators to take the educator expense deduction, and for other purposes; which was ordered to lie on the table; as follows:
At the end of section 115, add the following:
(c) Prohibition on Waivers for Countries Assisting Lethal
Operations by Iran Against United States Facilities or
Personnel.—
(1) In general.—The President may not issue a waiver under
subsection (a) with respect to the application of a sanction
to a foreign person based in a country included in the report
of the Director of National Intelligence required by
paragraph (2)(B).
(2) Identification of countries.—
(A) In general.—Not later than 60 days after the date of
the enactment of this Act, the Director of National
Intelligence shall identify each country that has, on or
after February 28, 2026, provided weapons, other lethal
assistance, or intelligence designed to enable the Islamic
Republic of Iran to conduct lethal operations against United
States facilities or personnel.
(B) Reports required.—If the Director identifies a country
under subparagraph (A) as having provided weapons,
assistance, or intelligence described in that subparagraph,
the Director shall submit to the President and Congress a
report on the identification of that country.
