SA 6743. Mr. KELLY submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the appropriate place in title XI, insert the following:
SEC. 11__. LIMITATION ON EXECUTIVE ORDER 14251 RELATING TO
EXCLUSIONS FROM FEDERAL LABOR-MANAGEMENT
RELATIONS PROGRAMS.
(a) In General.—None of the funds authorized to be
appropriated by this Act or otherwise made available for the
Department of Defense for fiscal year 2027 may be used to
implement Executive Order 14251, issued on March 27, 2025,
relating to exclusions from Federal labor-management
relations programs, or any successor or substantially similar
authority.
(b) Collective Bargaining Agreements.—Any collective
bargaining agreement between any labor organization and the
Department of Defense or any subcomponent of the Department,
which was in effect as of March 26, 2025, and which has since
been terminated pursuant to Executive Order 14251 or any sub-
regulatory policy or guidance issued pursuant to Executive
Order 14251 by the Department or any of its subcomponents,
shall be restored and shall have full force and effect
through the stated term of the applicable agreement,
including any continuation pending the negotiation of a
successor agreement.
