Mr. WITTMAN. Mr. Speaker, I rise today to recognize and celebrate the remarkable service of Mr. Marvin Russell. Marvin is the embodiment of bravery, service, and unparalleled devotion to our Nation. On behalf of Virginia's First Congressional District, it is truly a privilege to honor Mr. Russell and his legacy that continues to inspire generations of Americans.
