Mrs. KIGGANS of Virginia. Mr. Speaker, I rise today to recognize Commander Michelle Caponigro for 20 years of outstanding Active-Duty service as a Civil Engineer Corps officer and registered architect with the United States Navy.
liaison, strengthening the relationship between the Navy and Congress, while advocating for the Navy's military construction, housing, real estate, shore infrastructure, and utilities resiliency portfolio.
Naples, Italy, she led more than 240 facility professionals in the planning, design, construction, facility sustainment, and environmental compliance across 11 sites throughout Italy and Iceland, supporting naval operations across Europe, Africa, and Central Command.
various international governmental organizations, committees, and commissions. She consistently ensured the Department of the Navy's infrastructure needs were met abroad while strengthening partnerships with our allies.
at NAS Oceana, Walter Reed National Military Medical Center, Marine Corps Base Camp Lejeune, and Marine Corps Air Station New River, supported Hurricane Florence recovery efforts, and led Seabees during operations in Djibouti, the Baltics, and Norway.
