Congress has the power to enact this legislation pursuant
to the following:
Congress has the power to enact this legislation pursuant
to Article I, Section 8, Clause 8 of the Constitution of the
United States, which grants Congress the power to promote the
progress of science and useful arts by securing for limited
times to authors the exclusive right to their writings, and
Article I, Section 8, Clause 18, which grants Congress the
power to make all laws necessary and proper for carrying into
execution its enumerated powers.
