Authorizes the Director of the National Science Foundation to identify grand challenges and award competitive prizes for artificial intelligence (AI) research and development.
Establishes a program within 12 months to award prizes to stimulate AI research, development, and commercialization in various categories including national security, health, energy, and more.
Designates the program as the “AI Grand Challenges Program.”
Allows participants in the National Science Foundation’s Rotator Program to support the development and implementation of the AI Grand Challenges Program.
Requires consultation with various directors and agencies, as well as public input, to identify and select AI research and development grand challenges.
Specifies that for each grand challenge, a well-defined problem statement and success metrics must be established and published.
Includes a mandatory grand challenge for AI-enabled cancer breakthroughs, with a minimum prize award of $10,000,000 for each winner.
Grand challenges must be ambitious but achievable goals that utilize science, technology, and innovation to benefit the United States.
Allows the Director to consult with other entities experienced in large-scale technology demonstration prize competitions for the development and implementation of the program.
