Implements the Agreement on the Conservation of Albatrosses and Petrels.
Establishes definitions for key terms related to the conservation of albatrosses and petrels.
Authorizes the Secretary of the Interior and the Secretary of Commerce to carry out conservation measures, including:
Reestablishing covered albatross and petrel species.
Managing nonnative species that threaten these birds.
Conserving and restoring their habitats.
Managing human activities that may disturb them.
Promoting education and public awareness about their conservation.
Prohibits the taking of covered albatrosses and petrels without proper authorization.
Allows for permits and exemptions for specific activities, including military operations and emergency responses.
Establishes enforcement mechanisms and penalties for violations of the Act.
Designates authorities for monitoring and implementing the Agreement.
Requires periodic reporting to Congress on the status of covered albatrosses and petrels.
Encourages international cooperation for the conservation of these species.
Amends existing laws to include the provisions of this Act regarding protected marine resources.
Provides regulatory authority to the Secretaries of the Interior and Commerce for implementing the Act.
Specifies that the Act will take effect 180 days after enactment.
