Establishes the “Banning Toxics from Plastic Bottles Act of 2024.”
Defines key terms such as “Administrator,” “Beverage,” “Beverage container,” “Brand,” “Plastic,” “Product line,” “Retailer,” “Single-use,” and “Toxic substance.”
Prohibits the sale, offer for sale, or distribution of single-use beverage containers that:
Are composed wholly or partially of polyethylene terephthalate glycol.
Are opaque or pigmented a color other than transparent blue or transparent green.
Contain polyethylene glycol.
Contain a toxic substance.
Sets a penalty for retailers who violate the prohibition, with a fine of up to $50,000 per violation.
Establishes the “Local Clean Up of Plastics Fund” in the Treasury of the United States.
Allows the Administrator to use the fund to make grants to local governments for projects to improve solid waste infrastructure, water system infrastructure, recycling facilities, and composting facilities.
Prioritizes grant projects that serve rural areas or underserved communities.
