Legislation Details

Requires the Bureau of Prisons to submit an annual summary report to Congress detailing disaster damage at Bureau of Prisons facilities and contract prisons.
Defines a “major disaster” as one declared by the President or any natural disaster, extreme weather, or public health emergency that causes significant damage or disrupts services.
The report must include data on injuries, loss of life, access to care and necessities, early release or home confinement data, visitation access, accommodations for inmates with disabilities, access to programs, inmate grievances, cost assessments, and staffing impacts.
Includes a corrective action plan to improve and modernize emergency preparedness plans, with a timeline for implementation.
Requires specific legislative recommendations for improving emergency preparedness within the Bureau of Prisons.
Mandates the appointment of an official responsible for the corrective action plan within 90 days of the Act’s enactment.
Amends the National Institute of Corrections section to expand the advisory board and include members with backgrounds in corrections, advocacy, emergency response, public health, and labor representation.
Directs the National Institute of Corrections to conduct a public field hearing on incorporating various aspects of inmate welfare and facility restoration into emergency preparedness plans and recovery efforts.
