  • Amends title 28, United States Code, to mandate the random assignment of certain cases in U.S. district courts.
  • Defines “law” to include rules, regulations, policies, and orders from the executive branch or any state or federal agency.
  • Specifies that any civil action seeking declaratory, injunctive, or other equitable relief to challenge the constitutionality or lawfulness of federal laws on a nationwide basis, or state laws on a statewide basis, must be randomly assigned to a judge in the district where the action is filed.
