Establishes a working group called the “Five AIs Strategic Artificial Intelligence Working Group” within 90 days of the Act’s enactment, coordinated by the Secretary of Defense and the Director of National Intelligence.
The working group’s purpose is to develop and coordinate an artificial intelligence initiative among the Five Eyes countries (Australia, Canada, New Zealand, the United Kingdom, and the United States).
A senior civilian or military officer with relevant experience will be designated as the head of the working group.
Encourages participation from members of the Five Eyes Intelligence Oversight and Review Council.
Responsibilities include comparing AI systems, identifying solutions for AI interoperability, testing AI model redundancy, developing shared strategies for AI research and employment, managing data for AI systems, leveraging commercial AI technologies, and advising on export controls.
Aims to control knowledge and technical data produced under cooperative projects according to each country’s export control laws.
Requires a plan for the working group’s establishment and activities to be submitted to appropriate congressional committees within 60 days of the Act’s enactment, including funding requirements, statutory authorities needed, and performance indicators.
Biannual reports on the working group’s activities and milestones are required until the group’s termination on September 30, 2028, with the possibility of extension if deemed in the national security interests of the United States.
Defines terms such as “appropriate congressional committees,” “battlespace awareness,” “covered operational use,” and “Five Eyes countries.”
