Requires applicants for Federal grants to certify they have not, are not, and will not violate section 274(a) of the Immigration and Nationality Act regarding the illegal bringing in and harboring of aliens.
Agency heads must withhold funds from grantees found to be in violation of this requirement.
Violation determinations can be based on information from the Secretary of Homeland Security, convictions or admissions of violations by grantee employees, or other credible information.
The Attorney General must submit information on convictions, admissions, or investigations related to section 274(a) violations within 90 days of such events.
Defines “agency” as per section 551 of title 5, United States Code.
Defines “Director” as the Director of the Office of Management and Budget.
Defines “Federal grant” as per the meaning of “Federal award” in section 6401 of title 31, United States Code.
