Establishes the “Grid Reliability and Integrated Data Act of 2024” or “GRIData Act of 2024.”
Defines terms related to electric grid reliability and resilience, including various indices and metrics for measuring interruptions and duration of power outages.
Requires the Secretary of Energy to work with appropriate entities to identify, analyze, and share data to improve the electric grid’s reliability and resilience, particularly in rural, low-income, disadvantaged, and energy communities.
Focuses on sharing existing and new types of reliability and resilience data, including metrics defined by IEEE 1366 and considering the temporal frequency and spatial resolution of data.
Emphasizes the importance of weather data for long-term reliability assessments, resource adequacy models, and integrated resource planning, specifying the type, representativeness, spatial resolution, frequency, and duration of such data.
Considers potential future data needs, including emerging technologies, changing energy resource mixes, and the security and costs associated with data collection and sharing.
Discusses methods and platforms for acquiring and sharing data, including existing surveys, data sharing platforms, and automated data collection methods.
Mandates a report to Congress and public availability within one year of enactment, summarizing findings and providing recommendations on data types, collection methods, and sharing platforms to assist in improving electric grid reliability and resilience.
Directs the identification or establishment of websites for sharing available data, with a preference for centralized and integrated platforms, to be updated as determined by the Secretary.
Establishes a steering committee comprising stakeholders from federal agencies, regulators, electric power sectors, and subject matter experts to guide the development and goals of data identification, analysis, sharing, and use.
Specifies that the Federal Advisory Committee Act does not apply to the steering committee.
Encourages collaboration with utilities, electric cooperatives, National Laboratories, and other entities, aiming to avoid imposing additional costs on these entities.
Authorizes the appropriation of $10,000,000 for the first fiscal year after enactment to carry out these activities, with funds remaining available until expended.
