Legislation Details

Amends the Higher Education Act of 1965 to improve financial aid processes for homeless and foster care youth.
Defines “foster care youth” and “homeless youth” with specific criteria.
Requires the student loan ombudsman to assist with complaints regarding a student’s independence status for financial aid.
Mandates institutions to provide housing access and designate liaisons for homeless and foster care youth.
Requires Federal TRIO Programs to identify, conduct outreach, and make services available to homeless and foster care youth.
Includes homeless and foster youth in Talent Search, Upward Bound, Student Support Services, and Educational Opportunity Centers programs by requiring entities to remove participation barriers and report on their inclusion.
Prioritizes homeless and foster youth for Federal Work-Study programs.
Requires transparency on the number of pending requests for determination of homelessness status.
Ensures in-state tuition rates for homeless and foster youth at public institutions.
Directs the Secretary of Education to issue guidance, conduct professional development, and report to Congress on effective strategies for supporting homeless and foster youth in higher education.
Specifies that the amendments take effect as if included in the FAFSA Simplification Act and apply according to its terms.
