Authorizes the Attorney General to award grants to States, local governments, and Indian Tribes to help expunge cannabis convictions.

Establishes the “State Expungement Opportunity Grant Program” for funding the expungement process.
Specifies that grant funds can be used for technology, automation, legal clinics, public notices, sealing records, and other partnerships related to expunging cannabis offenses.
Requires entities receiving grants to publish information about the expungement process and notify individuals about the status of their expungement.

Authorizes $2,000,000 annually for fiscal years 2025 through 2034 to support the grant program.
