Establishes the Jackie Robinson Ballpark National Commemorative Site in Daytona Beach, Florida.
Designates the site as part of the African American Civil Rights Network.
Allows the Secretary of the Interior to enter into cooperative agreements for interpretative and educational purposes related to the site.
Specifies that the site is not a unit of the National Park System and does not authorize the Secretary to interfere with private property rights or local zoning ordinances.
Prohibits the acquisition of land or interests in land for the site through condemnation.
Requires the Secretary to conduct a special resource study to evaluate the national significance of the site and the suitability of designating it as a unit of the National Park System.
Considers alternatives for the preservation, protection, and interpretation of the site by federal, state, local government entities, or private and nonprofit organizations.
Mandates a report to Congress within two years of funding availability, detailing the results of the study and any recommendations.
