Legislation Details

Amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to recognize domestic partnerships as equivalent to marriage for the purpose of survivor benefits for District of Columbia police officers, firefighters, and teachers.
Ensures that domestic partnerships are treated the same as marriages for the benefits paid by the Federal government, aligning with how the District of Columbia treats such partnerships.
Adjusts the age limit for surviving spouses to remarry without losing survivor benefits to match the age limit for survivor benefits of Federal employees.
Specifies that the entitlement to benefit payments under District Retirement Programs will consider the amendments made by the Omnibus Domestic Partnership Equality Amendment Act of 2008 and the Teachers, Police, and Firefighters Retirement Benefits Amendment Act of 2018 as if they were effective before the freeze date.
Excludes certain unrelated provisions from the Teachers, Police, and Firefighters Retirement Benefits Amendment Act of 2018.
Modifies the termination conditions of survivor benefits by reason of remarriage, applying the same age limit as under Federal employee retirement programs, with an exception for survivors who remarried before age 55 unless they were married for at least 30 years to the deceased.
Includes a special rule for survivors of judges regarding remarriage and benefits.
Makes a conforming amendment to include the new subsections in the definition section of the Act.
Amends the National Defense Authorization Act for Fiscal Year 2010 to allow individuals with qualifying District of Columbia service to make a service deposit for that service to be taken into account for Civil Service Retirement and Disability Fund benefits, including specific deposit requirements and interest computations.
Allows survivors of individuals with qualifying District of Columbia service to make deposits for the purpose of survivor annuities.
Directs the Office of Personnel Management to issue regulations necessary for implementing these provisions.
