Legislation Details

Amends title 38 of the United States Code to enhance patient advocacy for veterans receiving healthcare from the Department of Veterans Affairs.
Establishes an independent Office of the National Veterans’ Advocate within the Department of Veterans Affairs.
Changes the reporting structure so that the Office operates independently of the Secretary of Veterans Affairs.
Requires the Director of the Office to monitor Department processes and make recommendations to Congress for improving efficiency and care for veterans.
Mandates quarterly submission of independent legislative recommendations to Congress regarding health outcomes, quality of care, and cost efficiency.
Ensures that the recommendations submitted to Congress are not subject to review by the Secretary or other Department officials prior to submission.
Requires the Office to maintain a publicly accessible website with relevant information.
Authorizes appropriations of $25 million annually for fiscal years 2025 through 2029 to support the Office’s operations.
