Establishes an Office of Public Engagement and Participation within the Nuclear Regulatory Commission (NRC).
The Office aims to enhance public participation in NRC proceedings and serve as a liaison for public interest advocacy.
The Director of the Office will be appointed by the NRC Chair, with a term of five years, renewable for one additional term.
The Office will provide educational and technical guidance to the public on participating in NRC proceedings.
It will coordinate financial assistance for participants facing significant financial hardship, including compensation for attorney’s fees and other costs.
The Office will increase opportunities for virtual attendance at NRC meetings and proceedings.
It will facilitate the implementation of environmental justice recommendations from the NRC.
An Intervenor Trust Fund will be established to support compensation requests for public participants.
The Office will submit annual reports to Congress detailing its activities, including assistance requests and compensation requests.
The legislation does not alter existing public engagement standards for the NRC.
The NRC is authorized to transfer funds to the Intervenor Trust Fund as necessary to meet compensation requests.
