Amends the Higher Education Act of 1965 to prohibit institutions participating in a nonexpressive commercial boycott of Israel from receiving certain federal funds.
Requires institutions of higher education to certify annually that they will not engage in such boycotts.
Certification must be submitted to the Secretary of Education by July 31 each year.
The Secretary is tasked with creating and publicly posting a list of institutions that fail to submit the required certification.
Defines “nonexpressive commercial boycott of Israel” as actions intended to limit commercial relations with Israel, excluding certain actions specified in the Anti-Boycott Act of 2018.
Adds compliance with this requirement as a condition for participation in federal student aid programs.
