Legislation Details

Amends the Consolidated Farm and Rural Development Act to reauthorize and expand the Rural Innovation Stronger Economy (RISE) grant program.
Modifies the criteria for industry clusters to focus on industries in the area served by the partnership rather than those identified as declining.
Removes specific references to industry clusters in various sections, emphasizing a broader approach to economic development.
Introduces a requirement for the Secretary to target a broad base of rural community types, especially communities with fewer than 20,000 inhabitants, ensuring at least 10 percent of grants benefit communities with fewer than 10,000 inhabitants.
Adjusts grant program considerations to ensure a diverse set of industry bases is represented and requires concurrence from the applicable State office of the rural development mission area for grant selection.
Revises eligible activities for grant use, removing specific references to industry clusters and focusing on activities that support regional economic development.
Increases the authorization of appropriations for the RISE grant program to $10,000,000 annually through 2024, and then $50,000,000 annually for 2025 through 2029.
Makes a conforming amendment to the Agriculture Improvement Act of 2018 to align with the revised section references in the Consolidated Farm and Rural Development Act.
