Amends the Foreign Assistance Act of 1961 to modify the Presidential drawdown authority.
Specifies that the President can direct the drawdown of defense articles, services, and military training only during a 20-day period after reporting an unforeseen emergency to Congress.
Establishes that the drawdown authority expires at the end of the fiscal year in which it was directed.
Allows for drawdowns exceeding $100 million in a fiscal year if:
The President submits a request for authorization and a report of an unforeseen emergency.
Congress enacts a joint resolution approving the authorization.
Congress has authorized sufficient appropriations to replenish the drawdown value.
Each request for drawdown authorization can only pertain to one intended recipient country.
Introduces expedited procedures for Congress to consider resolutions approving drawdowns exceeding fiscal year limitations.
Defines “unforeseen emergency” as a direct kinetic attack on a U.S. ally that is undetected or unforeseen by U.S. intelligence and poses a direct threat to U.S. security interests.
