Legislation Details

Amends the Sean and David Goldman International Child Abduction Prevention and Return Act of 2014.
Modifies definitions related to abduction cases to include cases involving applications filed by a parent seeking rights of access or return.
Updates the definition of “appropriate congressional committees” to include specific committees in both the House of Representatives and the Senate.
Changes the age considered for an abducted child from 16 to 18.
Adds provisions for actions to be taken when an abducted child reaches the age of 16, including attempts to contact the individual annually, advising them of their rights under certain U.S. regulations and codes.
Mandates a study on the harm caused by international parental child abduction, to be conducted by an appropriate nongovernmental organization, with a report to be published.
Authorizes appropriations of $1,000,000 for fiscal years 2025 and 2026 to carry out the study.
