Amends the Securities Exchange Act of 1934 to mandate semiannual testimony by the Chairman of the Securities and Exchange Commission (SEC) before Congress.
Requires the Chairman to testify before the House Committee on Financial Services and the Senate Committee on Banking, Housing, and Urban Affairs at least once every six months.
Stipulates that at least once annually, other Commissioners of the SEC must join the Chairman in this testimony.
Aims to enhance transparency regarding the activities of the SEC.
