Silencers are to be treated the same as firearms accessories.

Amends title 18, U.S. Code, to remove references to firearm silencers and mufflers from definitions and penalties related to firearms.
Adjusts provisions related to the carrying of concealed firearms by qualified law enforcement officers and qualified retired law enforcement officers to exclude references to firearm silencers and mufflers.
