Legislation Details

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase grants for states that include domestic violence prevention training in the licensing process for cosmetologists and barbers.
Defines “domestic violence prevention training” as training provided by a nonprofit anti-domestic violence organization, focusing on recognizing, responding to, and referring domestic violence signs to resources.
Defines an “eligible state” as one that requires domestic violence prevention training for licensure as a cosmetologist or barber.
Allows the Attorney General to increase grant amounts by up to 10% of the average total funding provided to the state under the Act over the three most recent awards.
Requires eligible states to apply for the grant increase, providing information about their domestic violence prevention training laws.
Sets the grant increase term to 1 year, with the possibility of renewal for up to 3 years.
Authorizes $5,000,000 annually for fiscal years 2024 through 2030 to support this initiative.
