Definitions provided in the Act include:
“Foundation” refers to the Theodore Roosevelt Presidential Library Foundation.
“Library” refers to the Theodore Roosevelt Presidential Library located in Medora, North Dakota.
“Secretary” refers to the Secretary of the Interior.
The Secretary of the Interior is authorized to provide grants to the Foundation for establishing the Library, with conditions:
The Foundation must match the grant amount with double the funds from non-Federal sources or contributions from the State of North Dakota.
Grant funds cannot be used for the maintenance or operation of the Library.
The Secretary of the Interior is tasked with offering agreements for the preservation and exhibition of Federal curatorial collections related to Theodore Roosevelt at the Library.
Agreements may involve loan, transfer, or conveyance of artifacts and objects from Federal agencies to the Foundation without monetary consideration.
The Secretary or any other Federal entity will not be involved in the operation of the Library, except upon request from the non-Federal entity responsible for its operation.
Authorization of appropriations is provided to support the Act’s purposes for fiscal year 2024 and subsequent fiscal years, with funds remaining available until expended.
