Legislation Details

Amends the Workforce Innovation and Opportunity Act to create a grant program for community colleges.
Grants are intended to establish, improve, or expand high-quality workforce development programs.
Aims to increase opportunities for individuals to earn recognized postsecondary credentials that are portable and stackable.
The Secretary of Labor will award grants on a competitive basis to eligible institutions.
Up to 2% of appropriated funds may be reserved for grant administration and technical assistance.
Authorizes $65 million annually from 2025 to 2030 for the program.
Grants will be awarded for an initial period of up to 4 years, with the possibility of additional grants for institutions that meet performance indicators.
Eligible institutions must submit applications detailing partnerships with employers, proposed programs, and expected outcomes.
Priority will be given to institutions serving individuals with barriers to employment and those using competency-based assessments.
Funds can be used for establishing partnerships with employers, improving workforce development programs, and providing career services.
Institutions must maintain partnerships with employers in in-demand sectors for the duration of the grant.
Performance levels will be established based on various indicators, including completion rates and employer engagement.
The Secretary will conduct evaluations to assess the effectiveness of the programs funded by the grants.
Annual reports will be made publicly available, detailing performance and enrollment statistics.
Defines “community college” and “eligible institution” for the purposes of the grant program.
