Establishes a grant program to enhance coexistence between ocean users and North Atlantic right whales and other large cetacean species.
The program is to be managed by the National Fish and Wildlife Foundation under a cooperative agreement with the Secretary of Commerce.
Grants will be awarded to eligible entities for activities aimed at reducing harmful interactions between ocean users and cetaceans.
Eligible uses of grant funds include:
- Research on innovative avoidance technologies.
- Awareness campaigns about existing management measures.
- Development of on-the-water approaches for coexistence.
- Expansion of infrastructure for disseminating management information.
- Other activities deemed appropriate by the Foundation.
Priority for grants will be given to applications that:
- Likely reduce harmful interactions.
- Involve cooperation among ocean users.
- Provide economic benefits to small businesses in relevant sectors.
Prohibits grant funds from being used to distribute resources to non-U.S. entities, with limited exceptions for partnerships.
Requires the Secretary to report on the effectiveness of funded projects every two years.
Authorizes $10 million for the program, with a cap on administrative expenses.
Defines eligible entities, including government bodies, nonprofits, research institutions, and consortia involved in maritime activities.
