Amends title 38 of the United States Code regarding educational assistance programs for veterans.
Modifies criteria for approval of certain independent study programs.
Requires independent study programs to have regular and substantive interaction between students and instructors.
Specifies that approved programs must be offered by institutions of higher education participating in federal student financial assistance programs.
The changes will apply to academic terms starting on or after August 1, 2024.
