Senate Holds
A Senate hold is a procedure where a senator privately signals to their party leadership that they will object to bringing a nomination or legislation to the floor for a vote. Since 2011, senators must publicly disclose holds within 6 session days under S.Res.28. Holds can effectively delay or block action indefinitely, requiring 60 votes to overcome.
