This bill lets many adjunct and contingent college teachers count their work toward Public Service Loan Forgiveness (PSLF). It covers non‑tenure‑track instructors at colleges, postsecondary vocational schools, and Tribal Colleges and Universities. To qualify, they must teach enough classes (for example, at least 9 credits in a semester, 6 in a trimester, or 18 in a year) or reach about 30 hours a week based on a standard formula that converts credit or contact hours into work hours. They also cannot be working full‑time for another employer at the same time .
Today, many adjuncts teach heavy course loads but are left out of PSLF. This plan spells out clear teaching‑load rules so those instructors can be treated like other public service workers for student loan forgiveness .
