Requires the Department of Housing and Urban Development (HUD) to review and clarify how the Build America, Buy America rules apply to activities funded under the federal affordable housing assistance program (title II of the National Affordable Housing Act). HUD must finish the review within 180 days of enactment, issue updated guidance within 90 days after completing the review, and send a report to the House Financial Services Committee and Senate Banking, Housing, and Urban Affairs Committee describing the findings and the guidance no later than 270 days after enactment. The measure does not create new funding or change program eligibility; it only directs HUD to provide clearer procurement guidance and a report on a set timeline.
