This measure changes the rules for how the House can quickly force a vote on certain punishments or leadership changes. It says these “fast-track” resolutions can only move ahead if they are based on conduct that a committee already investigated and reported on, or if a party’s caucus or conference formally directs it. This applies to efforts to impeach a government officer, censure or expel a Member, or trigger a vacancy in the Speaker’s office or in a committee chair or top minority post .
In plain terms, it aims to slow down surprise or one-off attempts to punish lawmakers or unseat leaders. It pushes the House to rely on committee investigations or organized party backing before taking these major steps. That could mean fewer sudden votes and more cases going through a formal review first .
