Requires the Department of Defense to provide and publicize comprehensive relocation assistance information at least 45 days before a service member's change of permanent station (PCS). The required information must cover housing, family assistance, mental health, legal and financial counseling, educational planning for dependent children with disabilities (including coordination with the Exceptional Family Member Program), accessible briefings and materials, a communications strategy, and periodic satisfaction assessment; the Secretary must brief congressional Armed Services Committees within one year and annually for three years on implementation.
