The bill improves and standardizes pre-move information, services, and oversight for military families—helping planning, continuity of care, and access to supports—while imposing additional DoD administrative costs and compliance demands that could produce uneven implementation and unmet local service expectations.
Military members and their families will receive centralized, timely (at least 45 days before a PCS) relocation information and checklists, improving planning and reducing move-related stress.
Dependent children with disabilities will receive coordinated IEP transfer planning and explicit education transition guidance, improving continuity of special education services during moves.
Military families will have improved access to mental health, housing, legal, and financial counseling through accessible materials and online briefings, reducing relocation hardship and associated costs.
Taxpayers and the Department of Defense may incur higher administrative costs to produce and deliver expanded materials and outreach, which could divert funding from other programs.
Installation staff and local military offices could face new compliance and reporting burdens to meet mandated timelines, risking uneven or delayed implementation that disrupts service delivery.
Local community service providers may be unable to meet increased demand or higher expectations created by broader disclosure of available programs, leaving some families frustrated when services aren't immediately available.

Information must include education planning for dependent children with disabilities and coordination with the Exceptional Family Member Program, be made available at least 45 days before the PCS, be accessible at installations and online, and be part of a communications strategy with satisfaction assessment and periodic briefings to congressional Armed Services committees.
