Requires the Department of Defense to provide expanded, timely relocation information to service members and their families when they receive permanent change-of-station (PCS) orders. The information must be delivered at least 45 days before the PCS, included in installation and online briefings/materials, supported by a communications strategy and satisfaction assessment, and reported to congressional defense committees within one year and annually for three years.
The bill improves and standardizes PCS relocation supports—helping military families plan moves, maintain special-needs services, and access mental-health resources—while requiring additional DoD resources and risking mismatches with local conditions and data/privacy burdens.
Military service members and their families receive standardized, timely PCS relocation information (at least 45 days) including housing and legal/financial guidance, improving planning and reducing last-minute costs and housing instability.
Dependent children with special needs experience clearer guidance and coordination for transferring IEPs and working with the Exceptional Family Member Program, improving continuity of education and services during relocations.
Service members and their families gain mandated inclusion of mental health and well-being supports in relocation resources, increasing access to transition-focused behavioral health services during moves.
Taxpayers and the Department of Defense likely face increased administrative costs and resource needs to implement standardized outreach and supports, which could divert funding from other programs.
Standardized timelines and materials may not account for local housing market variation or unique installation constraints, reducing usefulness of guidance for some relocating families.
Collecting satisfaction data and reporting requirements could create privacy risks or additional administrative burdens for families if data handling is not carefully managed.
