Expands relocation information and outreach the Department of Defense must provide to service members and their families before a permanent change of station (PCS). It requires more detailed education-related guidance—covering school enrollment, Interstate Compact rules, transition assistance, academic continuity, and special education planning including IEP transfer procedures—and mandates that these materials be delivered in accessible briefings and online at least 45 days before a PCS. Requires the Secretary of Defense to develop a communications strategy, assess satisfaction with materials, ensure coordination with the Exceptional Family Member Program (EFMP), and brief the Armed Services Committees within one year and annually for three years on implementation and outreach efforts.
