This bill updates an old Nevada land law so the City of North Las Vegas and the Apex Industrial Park Owners Association can get federal permission (rights-of-way) to run utilities and transportation lines to the Apex industrial area. That includes power, water, gas, phone, railroad, and highway links to the Kerr‑McGee site and other nearby lands in the Apex Site. The goal is to support a heavy‑use industrial zone and make it easier to build needed infrastructure. These transfers must still follow federal land laws for public lands, and the federal withdrawal on these lands continues permanently.
