Replaces subsection (b) of 16 U.S.C. 1371 to define terms (authentic Alaska Native article of handicrafts and clothing; marine mammal ivory; traditional Alaska Native handicrafts), establish an exemption for Indians, Aleuts, or Eskimos residing in coastal Alaska for taking marine mammals for subsistence or for creating and selling authentic Alaska Native handicrafts (subject to non-wastefulness), set special rules for interstate commerce and sale of edible portions, authorize the Secretary to prescribe regulations for depleted species or stocks with notice and hearing and removal when no longer needed, require written findings supported by substantial evidence (and publication on the Secretary's website) for certain actions brought by Alaska Native organizations, and prohibit States from banning importation/sale/transfer/etc. of marine mammal ivory, bone, or baleen incorporated into authentic Alaska Native articles.
