The resolution increases regular, coordinated blood donations from Senators and federal employees to help patients, while imposing modest administrative costs and carrying a risk of perceived favoritism toward selected blood centers.
Federal employees and Senators will have quarterly on-site blood drives, increasing the supply of donated blood available to hospitals and patients (including seniors and other recipients).
Committee approval plus consultation with qualified blood organizations promotes orderly, safe, and well-coordinated blood drives on the Senate campus.
Taxpayers and Senate administrative offices (e.g., the Sergeant at Arms) will bear modest administrative and logistical costs to host quarterly drives, paid from existing resources or appropriations.
Allowing Senators to request specific blood organizations could create perceptions of favoritism or unequal access for non-selected blood centers.
Based on analysis of 2 sections of legislative text.
