Requires all ballots for Federal office, including absentee and mail-in ballots, to be received by the appropriate election official by the time polls close on Election Day in order to be counted. The rule bars States from tabulating ballots received after polls close, but exempts absent uniformed services voters and overseas voters as defined under federal law. The requirement becomes effective for Federal elections held in 2027 and later and updates cross-references and the Help America Vote Act table of contents to insert the new provision.
