Requires the Secretary of Energy to complete a long-range strategic review of the Northeast Home Heating Oil Reserve and to report findings and recommendations to Congress within 180 days of enactment. The report must assess the Reserve’s roles in U.S. energy and economic security, evaluate existing legal authorities, identify optimal capacity/location/composition/storage/distribution capabilities, recommend an action plan with an implementation schedule, and estimate resources needed for long-term sustainability and operational effectiveness. A brief additional provision designates an official short title for the Act but creates no substantive duties or deadlines beyond the review and reporting requirement.
