Adds two new paragraphs ((3) Small projects and (4) Critical facilities) to subsection (h) establishing a 90% minimum federal share for mitigation activities under $1,000,000 and authorizing the President to contribute more than 90% for mitigation activities involving defined critical facilities under $1,000,000.

Amends Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133) to add explicit provisions addressing Indian Tribes: permitting Indian Tribes to access assistance under the section via direct selection by the President, via Governor/State recommendation, or via a Presidential or Governor/State-based Tribal set-aside; adding permitted uses of technical and financial assistance when provided to Indian Tribes; and adding a definition of "Indian Tribe" by reference to 25 U.S.C. 5304.
