Official title: To reduce trawl gear impacts on bycatch and seafloor habitat in the Bering Sea, Aleutian Islands, and Gulf of Alaska, to establish gear performance standards, seafloor contact detection, and salmon excluder requirements, to improve Council transparency and participation, to prioritize ecosystem analyses, to modernize electronic monitoring, to prohibit unsustainable foreign seafood imports, and to establish a Bycatch Mitigation and Habitat Protection Assistance Fund.

The bill directs federal funding, monitoring, research, and regulatory changes to reduce bycatch and strengthen fisheries science and import controls — benefiting fish stocks, managers, and many fishers — but shifts costs and compliance burdens onto taxpayers and fishing operators and raises risks around data privacy, equitable grant access, and administrative strain.
Commercial and subsistence fishers and coastal communities will face reduced bycatch and less seafloor/habitat damage because the bill funds gear modifications, verification, and deployment of bycatch‑reduction technologies.
Fisheries managers, scientists, and the public gain stronger, faster science and monitoring (independent baseline reviews, seafloor contact detectors, electronic monitoring, and public datasets) that supports more credible and responsive fishery management.
