Cloud LAB Act of 2025

This bill sets up a national “cloud lab” network so scientists can run experiments remotely using automated equipment. The goal is to make high‑quality biology tools and data easier to access, help researchers find the right lab capabilities, and share best practices and standards across labs. Each supported lab must generate high‑quality biological data that authorized researchers can use, including for training AI models, and give researchers access to advanced instruments for their projects . Within a year, an implementation plan must map existing cloud labs, explain how data will be stored and shared as a public resource, and propose fair access and low‑ or no‑cost options for nonproprietary work, while building in cybersecurity and biosecurity from the start .

Grants will fund at least two labs within two years, which must be operating within three years and run for at least eight years. Later, at least three more labs will be added within four years, each running at least six years. The program will publish annual progress reports and end 12 years after it starts. An advisory board of government, academic, industry, and safety experts will guide data priorities, access rules, equity, and security to prevent misuse and expand access to high‑end equipment, especially for under‑resourced institutions .
