Creates a new federal grant program to support community mental wellness and resilience by funding planning grants and implementation (program) grants for local mental health and resilience activities. The program includes funding limits, a rural set‑aside, technical assistance, required program definitions/activities, a congressional report, and an authorization of $36,000,000 for fiscal years 2026–2030 (subject to appropriation).
