The bill strengthens export controls and congressional oversight to reduce the risk that U.S. technology enables abuses in Xinjiang, but it may dent sales for some exporters, constrain diplomatic flexibility with China, and create compliance uncertainty for officials and firms.
Residents of Xinjiang and U.S. national-security interests: the bill blocks exports of goods, software, or technology to the named Institute, reducing the chance U.S. items enable surveillance or human-rights abuses in Xinjiang.
Congress (House and Senate): establishes a formal certification mechanism requiring Congress to be notified before any waiver, increasing congressional oversight of export waivers and exemptions.
U.S. exporters and contractors: naming the Institute and cutting off exports could reduce sales and contract opportunities for firms that previously sold allowable goods or services to that lab.
U.S. diplomatic negotiators and state-level partners: the mandatory 60-day listing deadline and narrow waiver window could limit diplomatic flexibility with China and complicate broader trade or cooperation talks.
Commerce officials and affected firms: a certification process used inconsistently could create legal and compliance uncertainty, increasing administrative burden and potential disputes over export rule implementation.

Adds the Ministry of Public Security’s Institute of Forensic Science of China (and two listed aliases) to the Commerce Department’s Bureau of Industry and Security (BIS) Entity List within 60 days of enactment, unless the President waives the requirement by certifying to Congress within 60 days that the Institute is not involved in activities contrary to U.S. foreign policy or implicated in human rights abuses in Xinjiang. The Entity List designation restricts U.S. exports, reexports, and transfers of certain items to the listed entity under the Export Administration Regulations.
