This bill creates a 3-business-day waiting period before a person can receive a handgun. “Business days” means days when state offices are open. It applies to both private transfers and sales from licensed gun dealers, with certain exceptions .
There are exceptions for people doing their official duties (like law enforcement, armed private security, and members of the armed forces). It also allows short-term loans between close family members for lawful purposes, temporary transfers to prevent immediate danger, and temporary use at a shooting range, while hunting or fishing (with legal compliance), or while standing with the owner. If buying from a licensed dealer, the 3-day wait starts after the dealer contacts the required system. The changes take effect 90 days after the law is signed, and penalties are updated to cover the new rule.
